RVSM & TAWS Countdown
— Gina Cacek
The following mandates are quickly approaching:
RVSM - January 20, 2005
TAWS - March 29, 2005
Save both time and money by scheduling these avionics installations to take place at your next Learjet maintenance event. Plan ahead, as very few Learjets have complied with these mandates and authorized service centers will become very busy as these deadlines approach.
Stab Actuator Replacement
— Dave Schiver
In discussions with many operators who are replacing the Horizontal Stab Actuator on the 45 Model due to Alert Service Bulletin 45-27-15, we have come across some confusion on what is required when replacing or re-installing the Stab Actuator.
According to the Learjet Maintenance Manual, and Temporary Revision 27-1, the full Functional Test or Operational Test is not required. There is an abbreviated test that is now part of the Rigging Procedures called out in the Temporary Revision 27-1. This reduces the hours involved in the replacement or re-installation of the Stab Actuator, BUT it does not meet the 600 Hour Inspection Functional Test for the Primary or Secondary Pitch Trim called out in Special Inspections or the 1200 Hour C2 Operational Test of the Primary or Secondary Pitch Trim Systems.
Continuing Airworthiness for RVSM
— Dave Schiver
When scheduling maintenance for RVSM capable aircraft, be aware of how the aircraft was RVSM certified. For the Learjet 31As, 45s, and 60s, the certification is accomplished by a factory Service Bulletin. These are relatively straight forward in that the instructions for "Continued Airworthiness" are in the Maintenance Manual as part of Chapter 5.
With all other models, the RVSM is accomplished by an STC which has separate documentation for "Continued Airworthiness Instruction." These documents/instructions are a part of the STC package and are presented to the operator once his aircraft is modified per the RVSM STC. A Repair Station that is performing the 12 and/or 24 Month (91.411 & 413) certifications requires that you provide the documents for "Continued Airworthiness" in order to recertify the aircraft to RVSM specifications. Per the current Learjet RVSM STC for the straight 31s, 35/36s, and 55s; the 24-month checks require documents/tooling that are proprietary to Learjet. This means that as an operator of an aircraft modified per the Learjet RVSM STC, only a Bombardier-owned Service Center and personnel are authorized to perform the 24 Month Recertification services to RVSM specifications at this time. This requires that you either relocate your aircraft to a factory owned Bombardier Service Center or forgo the expense of paying for a technician from Bombardier to travel to your location with proprietary documentation and tooling necessary to perform the 24 Month Recertification Services. Bombardier is aware that this may be inconvenient for operators of their products and are making efforts to correct the requirements of the STC. Until then, be aware that the 24 Month Recertification services to RVSM specifications will involve extensive preplanning and coordination plus additional expense to accomplish.
2003 Intelli-Conferences
— Lori Johnson
Our first Intelli-Conference symposium of 2003, held April 10th, in Secaucus, NJ, was a great success. Duncan Aviation will be hosting two additional conferences this year:
September 9 in Battle Creek, MI
October 29 in Los Angeles, CA
Class choices include Aging Aircraft Issues, Cockpit Avionics Update, Effective Prepurchase, Planning and Managing Completions Projects, Human Factors Maintenance and an Emergenetics Leadership Workshop.
Many of these classes are approved for IA renewal credit. Please plan to join us! Register at www.DuncanAviation.com/Conference or call 800.228.4277, ext 1288.
