AD 2004-03-08 AMOC - Part II

This is a follow-up to the article that appeared in the Spring edition.
To review, on March 15, 2004, AD 2004-03-08 became effective. This is the AD that requires the shear web inspection (S/B 31-51-2 or 35/36-51-3) within 3,000 hours total time or 1,200 flight hours or one year after the effective date of this AD, whichever occurs first. There is a repetitive inspection (part b) dependent on the results of the initial inspection (part a) until the repair (S/B 31-51-3 or 35/36-51-4) is accomplished. The issue that was noted is the way the Terminating Action was written. It calls out Rev 1 for both repair S/Bs.
As was noted in the previous article, the "Terminating Action" was very restrictive. There is relief through an AMOC that has been issued which provides terminating action through Rev 2 of the above mentioned S/Bs. It also approves repair drawings 12135-103-001 and 12135-103-002.
60 Model Brakes

Throughout the service life of the model 60 aircraft, there has been an issue with brake wear. There has been an AD issued for measuring the brake wear and most operators have been getting anywhere from 100 to 200 landings per set. Learjet is planning to release S/B 60-32-12 during the 3rd quarter of this year. This provides a three rotor brake with increased lift force main gear actuators. This is reported to increase brake wear by 1.5 to 2 times the current interval. Learjet has set pricing at $25,780.00 plus 20 hours of labor for modification. This price has been reported to be held for three years from release date. There will be no performance chart changes to accompany this S/B.
45 Rudder Torque Tube

The latest revision of the A2 phase inspection includes IRN J5540012 which calls out the following:
Rudder Torque Tube - Perform detailed visual inspection of area around bonding clamp for corrosion. Effective on Aircraft 45-005 thru 45- 232 not modified per Service Bulletin 45-27-17, “Repair of Rudder Torque Tube Bonding Jumpers”.
However, Service Bulletin 45-27-17 has not been released yet. Learjet is anticipating a 2nd quarter release for this S/B and 45-27-16 which is to inspect and perform bond check of the torque tube.
Why Wait?

The Eurocontrol “Elementary Surveillance” mandate (Flight ID) is scheduled for March 31, 2005, for all IFR and VFR flights within European Civil Aviation Conference (ECAC) countries. If your Learjet is not equipped for this mandate, now is the time to take action.
The current turntime for Flight ID equipment is seven to 10 days with advance scheduling. Turntime in the fourth quarter could reach two weeks. Call us to learn more about this or any of the upcoming mandates to be certain you are legal to roam the entire planet.
